Hospital Quality Improvement
The Comparative Outcome Profile is a valuable tool in assisting hospitals with their continuous quality improvement endeavors. Reports generated by the COP provide a hospital with their own rates as well as aggregated comparison data with various peer groups. The reports can:
- Provide focus to quality assessment or assurance activities;
- Open communications with the medical staff and assist in practice pattern analysis;
- Give governing boards benchmarks on patient care outcomes; and
- Pave the way for dialogue with payers and patients requesting information on the quality of care.
Public Reporting
The COP is an approved vendor for collecting and transmitting data for the national quality measures to the CMS Clinical Warehouse. Hospitals reimbursed by Medicare through the Inpatient Prospective Payment System (IPPS) and/or the Outpatient Prospective Payment System (OPPS) are required to submit data to the warehouse and have the data publicly displayed on Hospital Compare to receive their full annual payment update (APU) from Medicare each year. The CMS quality data reporting programs are:
- Inpatient: Hospital Inpatient Quality Reporting Program (HIQRP)
- Outpatient: Hospital Outpatient Quality Reporting Program (HOQRP)
Hospitals that are not required to publicly report quality of care data may, if they choose, participate in the programs and have their data publicly displayed on Hospital Compare.

Accreditation
The COP has met the criteria for inclusion in the accreditation process and is included on The Joint Commission’s list of acceptable vendors. Licensure
The Indiana State Department of Health requires licensed acute care hospitals to participate in a performance measurement system that generates comparative reports for surveyor review during the survey process. The COP is an accepted system for use in Indiana’s licensure process.
Other Data Transmission
IHA will transmit data to other entities as requested by COP participants.
