The newly-established Interim Study Committee on Medicaid Supplemental Programs,chaired by Rep. William Crawford (D-Indianapolis), has been working to resolve issues with the DSH program, the Healthy Indiana Plan, and how these would both be impacted by federal health reform. Rep. Crawford authored the legislation that created this committee (HEA 1194) and asked FSSA to review the status of HIP enrollment and the supplemental payment program (comprising DSH, UPL, and HCI funds).
As required by HEA 1194, FSSA has developed a central point online for documents related to supplemental payments. The contents of the Web site were presented at the meeting, and you can view by clicking here and looking for the “DSH Information” link under “Other Programs” on the left. Some elements are still being developed, but the Web site will eventually contain historical payment information, state statutes and rules impacting DSH and UPL, and related Medicaid State Plan Amendments and waivers.
