IHA Leadership

IHA’s executives and board of directors include experienced hospital administrators from across Indiana. We’re working to help Indiana hospitals prepare for the operational changes required by the implementation of the Affordable Care Act. We’re bringing together industry experts in patient safety to share best practices. Most importantly, we’re working hard to improve health across the state of Indiana. 

Brian C. Tabor is President at Indiana Hospital Association. As such, he oversees all of IHA's state and federal legislative initiatives and health policy development.

Prior to joining IHA in 2008, Brian worked at the Indiana House of Representatives, where he served as the majority caucus policy director. He has worked for and around the Indiana General Assembly for almost 15 years, also serving as a fiscal analyst for the Indiana State Senate.

He earned a bachelor's degree in political science and a master's degree in agricultural economics from Purdue University.

Spencer Grover is vice president of regulatory affairs at Indiana Hospital Association and served as vice president of the association for 25 years. His specific responsibilities include providing leadership and strategic direction to IHA for the Association’s goals at both state and federal levels for regulatory agencies, rural, behavioral and rehabilitation hospitals, disaster preparedness and trauma system development. 

Spencer has 13 years of experience in hospital administration in Iowa, Illinois and Indiana. He is a Fellow of the American College of Healthcare Executives. He earned his undergraduate degree from Vanderbilt University in Nashville, Tennessee, and his master's in health administration from Georgia State University in Atlanta. He has also been awarded the American College of Healthcare Executives Regent's Award.

Bernie Ulrich is vice president of Indiana Hospital Association's data services and information technology area. As such, she oversees IHA's Inpatient Discharge Studies, Outpatient Study, Comparative Outcome Profile, and other data collection projects. Her duties include oversight of the utilization and quality information collected, and continual evaluation of the effectiveness of the association's information resources. Bernie also monitors issues related to health information technology, including privacy and security, and population health information.

Ulrich has more than 35 years experience in the area of health information management. Prior to joining IHA, she managed her own health records consulting firm, directed a hospital department, and was a professor for Indiana University’s Health Information Management program. In addition, she is a recipient of the program's Elton T. Ridley Distinguished Service Award that honors outstanding graduates, the Distinguished Member Award of the Indiana Health Information Management Association and the Triumph Leadership Award of the American Health Information Management Association. In 2004 she received the Leading Light Award from Women & Hi-Tech for Distinguished Use of Technology by an Individual for the Government or Service Industry. 

Bernie earned a Bachelor of Science degree from Indiana University and has pursued graduate studies in allied health.

Terry Cole is IHA's vice president of finance and oversees all accounting and financial matters as well as human resources for the association. Her responsibilities in this role include serving as the staff liaison to six IHA districts as well as the IHA Council on Finance.
Prior to joining IHA, Terry served as Chief Financial Officer of MDwise. In this capacity, she was responsible for overseeing the budget and accounting systems for MDwise and its four entities including MDwise, Inc., MDwise Marketplace, Inc., MDwise Network, Inc. and MDwise Medicaid Network, Inc. In addition, she was responsible for ensuring compliance to the state’s requirements for financial performance and reporting.

Prior to her experience at MDwise, Terry spent 11 years in public accounting serving as a financial auditor and health care consultant. Her veteran health care experience also includes positions as Director of Government Reimbursement programs at both Ascension Health and Clarian Health Partners (Indiana University Health), and Senior Manager at Blue & Co. She received her Bachelor of Science degree in accounting from Indiana University and is a member of the American Institute of Certified Public Accountants and the Healthcare Financial Management Association.

Cathy Armold is vice president of member services for Indiana Hospital Association. Her responsibilities fall in the areas of education, the board of directors, IHA's corporate sponsors and overall member relations.

In her role, Cathy plans and directs all aspects of IHA's educational offerings and serves as the liaison to IHA's corporate partners, underwriters and sponsors.

Cathy has been with IHA since 1976 and has held a number of positions, including the areas of education, finance, public relations and the President's office.

Jennifer Hurtubise is vice president of communications at Indiana Hospital Association where she manages member communications, strategic planning, media relations and digital communications. Prior to becoming vice president of communications, Jennifer was IHA’s Director of Communications from 2011 - 2015.

She provides communications council to the Indiana Patient Safety Center, and serves as a liaison to Indiana’s hospital marketing and public relations professionals and to the Indiana Hospital Auxiliaries Association.

Recently, Hurtubise managed two advocacy campaigns, including the launch of a new hospital price and quality website for Indiana consumers, mycareINsight.org, and the association’s efforts that led to HIP 2.0.

Hurtubise is a long-time volunteer through Big Brothers Big Sisters of Central Indiana and is currently working toward obtaining her master’s degree in public affairs with a focus in nonprofit management through the IU School of Public and Environmental Affairs at IUPUI.

She is a member of the Society for Healthcare Strategy and Market Development, Hoosier Chapter of the Public Relations Society of America and Indiana Society of Association Executives. She is an Indiana University graduate with a bachelor’s degree in journalism.

Karin Kennedy is administrative director of the Indiana Patient Safety Center (IPSC). Karin joined IHA in 2012 as patient safety and quality advisor to implement Indiana's Hospital Engagement Network (HEN) in support of Partnership for Patients, a national initiative focused on reducing hospital-acquired infections by 40 percent and preventable readmissions by 20 percent.

Kennedy has more than 20 years of health care experience in marketing, communications and quality improvement. Prior to her role with IHA, she served as vice president of client services at Health Care Excel where she oversaw the quality improvement and utilization operations for private sector and government clients.

Andrew VanZee is vice president at the Indiana Hospital Association, where he helps IHA members improve health care operations, information technology systems and cybersecurity, and implement telemedicine capabilities.

Prior to joining IHA, VanZee worked for the Indiana Family and Social Services Administration as chief quality officer and health IT director. VanZee also worked for the state of Indiana as CEO of Indiana Health Information Technology (IHIT). Previously, VanZee served as vice president of operations and provider networks at Logansport Memorial Hospital.

VanZee holds a Master of Health Administration from the University of South Carolina-Columbia and a Master of Information Systems from the University of Maryland, Baltimore County, and a bachelor’s degree in biology from Knox College.

In his spare time, Andrew volunteers as a youth coach for Zionsville Little League and Zionsville Youth Soccer Association.

Julie Halbig is the vice president of legislative relations at IHA and is responsible for overseeing IHA’s advocacy efforts. She develops and implements strategies to advance the association’s agenda and positions IHA as a primary public policy leader in Indiana.

Before joining IHA, she served as vice president of governmental relations and community engagement at Ball State University. As a member of the president’s cabinet at Ball State, Julie managed a 28-member division that coordinated local, regional and statewide outreach and engagement.

In addition to her work at Ball State, Julie’s background includes extensive experience in state government, serving the Indiana House of Representatives as the chief of staff and chief counsel to House Speaker Brian Bosma and the Indiana Republican Caucus. She has also served as an attorney providing legislative counsel to clients of both Hall, Render, Killian, Heath & Lyman and Taft, Stettinius and Hollister. Julie is a graduate of Indiana University and the Robert H. McKinney School of Law at IUPUI.

In her off hours, Julie continues to serve the community by being involved in the Richard G. Lugar Excellence in Public Service Series.
