2025 Legislative Session

IHA and its members stood united during the 2025 legislative session to achieve the following successes while advocating for Indiana hospitals and the patients they serve:
Access to Care
HAF Redesign
Enacted legislation to allow FSSA to update the Hospital Assessment Fee (HAF) to a State Directed Payment Program to maximize Medicaid reimbursement and protect access to care.
Prior Authorization Reform
Adopted common sense prior authorization reforms, including limiting denials for unanticipated but medically necessary health care services.
Affordability
Lowering Cost
Collaborated with lawmakers to codify plans to offer affordable health care to employers through direct to employer and narrow network health care arrangements.
Workforce
Physician Residencies
Secured nearly $20M over the biennium to support physician residencies.
Created a new pathway for foreign trained physicians and eased the application process for foreign trained nurses.
Public Health
Tobacco Tax
Increased the state cigarette tax from $1 to $3, including comparable increases for other tobacco products.
